Meath County Development Plan 2027-2033: Pre-Draft Strategic Issues Paper – closing date for submissions: 18th November 2025

Meath County Council is now commencing the review of the Meath County Development Plan 2021-2027 (as varied). This process begins on September 22, 2025 with the publication of a Pre-Draft strategic Issues Paper and will take two years to complete.

The new Meath County Development Plan 2027-2033 will set out a vision for the future planning and sustainable development of the county by providing a strategic framework for growth, setting out key policies and objectives for a new integrated land-use strategy, and for the proper planning and sustainable development of the whole county.

As part of this process Meath County Council is inviting all stakeholders and interested parties, including residents, retailers, institutions and businesses, as well as community and sporting groups to participate in the process.

As part of the process of making the new 6-year CDP, we have published an Issues & Options Paper.

The purpose of this Issues Paper is to present a broad overview of the main issues for consideration in the Development Plan review process and to give interested parties an opportunity to engage in the review process.

The closing date for submissions is the 18th November 2025

Please note: This paper seeks the views of the public on what should be included in the new CDP. The paper does not seek rezoning proposals, which can be submitted at a later point in the CDP process (Draft Plan Stage).

How to Make a Submission

Written observations or submissions regarding the Pre-Draft Strategic Issues Paper must be received by 4pm on 18 November 2025.

Submissions should be in ONE medium only i.e. online or hard copy and made as follows:-

  • In writing marked  “Pre-Draft Strategic Issues Paper” by post to: Senior Executive Officer, Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co. Meath, C15 Y291 or hand delivered to the offices of Meath County Council, Buvinda House, Navan, C15 Y291 (Hard copy submissions cannot be accepted at any Municipal District Office or Library).

Submissions or observations must include:

  • Full Name and Address of person(s) making submission or observation
  • Details of organisation, community group, company which you represent, where relevant.

Timeline for Review Process

Issues Papers placed on public display – 22nd September 2025 – 17th November 2025.

Public display of Draft Plan – 2nd September 2026 – 11th November 2026.

Public display of Proposed Material Alterations – 28th May 2027 – 25th June 2027.
