Notice for applicants on the housing waiting list in Meath: Summary Social Housing Assessment (SSHA) 2025 – closing date for returns: 10th October 2025

Meath County Council, together with all local authorities across the country, have recently been directed by the Minister for Housing, Local Government and Heritage to prepare a summary of social housing assessments in the County Council’s administrative area, as required under Section 21 of the Housing (Miscellaneous Provisions) Act 2009.
The Summary Social Housing Assessment (SSHA) 2025 is the continuation of the ongoing process of annual assessments of national housing need, commenced with the 2016 summary, in line with the commitment contained in ‘Social Housing Strategy 2020 – Support, Supply & Reform’. The purpose of the process is to identify the current level of national housing need and to provide vital data to inform the ongoing development of housing policy.
The key output of the summary is the net need figure which is the number of qualified households on each local authority housing list who remain eligible for social housing support and whose housing need has not been met. The Minister has directed that the summary be prepared with a ‘counting date’ of 3rd November 2025.
In order to fulfil the requirements of the SSHA 2025, Meath County Council is obliged to contact all qualified households identified as being in need of reassessment. The process, as in previous years, excludes certain applicants from having to be contacted for this year’s exercise: –
- Applicants who applied for the first time or were reviewed since 27th June 2024.
- Applicants in receipt of the Housing Assistance Payment (HAP) or Rental Assistance Scheme (RAS);
- Meath County Council and Approved Housing Body transfer tenants.
- Applicants who were assessed under the SSHA 2024 process.
Meath County Council will write directly to each applicant that is required for review and who is on its social housing lists at present using the current address provided by the household. What documents do I need?
Information on the following areas is required:
- Details of where you are currently living and your nature of tenure along with proof
- of your address
- Details on all household members (including PPS numbers for all)
- If you have recently had a baby, you must submit a copy birth certificate and PPS
- number
- Any changes in circumstances of the household (e.g. civil or marital status, any medical conditions or disabilities impacting on housing need).
- Any change to employment status.
- Income details for all adult household members for the last 12 months (from
- employment and/or social welfare payments)
- Details of rent or mortgage supplement, if in receipt of same.
How do I return the form?
Completed forms and documents must be returned to the Housing Allocations Office, Meath County Council, Buvinda House, Dublin Road, Navan, County Meath C15 Y291 either by post or in person at the customer service desk.
Please note that incomplete forms cannot be processed, and applications may be closed pending submission of full information and documents.
All forms must be returned before Friday 10th October 2025.
If my details have not changed. Do I still need to complete the form?
Yes. Even if your details are unchanged, you must complete and return the application form. This is so that you can confirm that you are still interested in being housed by Meath County Council.
What happens if I do not return the application form?
If you do not return the completed application form before 10th October 2025, your housing application may be terminated. If your application is terminated, you will no longer be able to access the Choice Based Letting (CBL) site and you will lose your time accumulated on the list.
I am no longer interested in being housed by Meath County Council – what I need to do?
It would be appreciated if you would circle ‘No’ in answer to the question ‘Are you still interested in receiving Social Housing?’ and return the signed form to Meath County Council. Your application will then be closed.
