Meath County Council: Notice of Intention to Review the Existing Meath County Development Plan 2021-2027 and to Prepare a new Meath County Development Plan 2027-2033

Notice is hereby given pursuant to Section 11(1) of the Planning and Development Act 2000 (as amended) of the intention of Meath County Council to commence its review of the existing Meath County Development Plan 2021-2027 (as varied) and to prepare a new Meath County Development Plan for the period 2027-2033.

Strategic Environmental Assessment (SEA)

Pursuant to Article 13B of the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I 436 of 2004) (as amended), the Planning Authority will carry out a Strategic Environmental Assessment as part of the review process and for this purpose, the Planning Authority will also prepare an Environmental Report on the likely significant effects on the environment of implementing the new plan, and the provisions of Articles 13C to 13J of the 2004 SEA Regulations shall apply.

Appropriate Assessment (AA)

Pursuant to Article 6 of the Habitats Directive 92/43/ECC a Stage One screening exercise shall be carried out as part of the process and a Stage Two Appropriate Assessment shall be carried out, (if required).

Strategic Flood Risk Assessment (SFRA)

Strategic Flood Risk Assessment (SFRA), in compliance with “The Planning System and Flood Risk Management Guidelines for Planning Authorities” (2009), will also be carried out as part of the review process.

Public Consultation

In order to stimulate debate and encourage participation in this process, a Pre-Draft Strategic Issues Paper has been prepared and is available for inspection from Monday 22 September 2025 until 4pm Tuesday 18 November 2025 (during normal opening hours) at the following locations:     

  • Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, C15 Y291.
  • All Meath County Council Municipal District Offices.
  • All Meath County Council Libraries.

The Pre-Draft  Strategic Issues Paper is also available for online inspection at https://consult.meath.ie/.

It is proposed to hold public consultation events and further details of venues, dates and times will be published at www.meath.ie in due course.

Submission/Observations

The Planning Authority cannot consider submissions or observations relating to the zoning and/or re-zoning of any lands at this Pre-Draft stage of the County Development Plan review process. These more detailed matters will be considered during the Draft Plan stage of the process. Therefore, requests or proposals for the zoning or re-zoning of particular land for any purpose shall not be considered at this Pre-Draft stage. (Any such zoning submissions will be returned).  Anyone who wishes to receive email notifications when zoning submissions can be made, at the Draft Plan stage, have an option to subscribe to category “County Development Plan” at  https://consult.meath.ie/en/browse.

Interested person or parties are invited to make submissions or observations with regard to the review of the existing Meath County Development Plan 2021-2027 (as varied) and the preparation of the new Meath County Development Plan 2027–2033 including the SEA, AA and SFRA processes.

In respect of the making of submissions/observations please note the following:

  • Submissions/observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the development plan may be made during the consultation period.
  • Children or groups or associations representing the interests of children are entitled to make submissions or observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the development plan.
  • Zoning submissions cannot be considered as part of the “Pre-Draft Strategic Issues Paper”. Any submissions that include proposals for additional or new zonings cannot be considered and will be returned. Anyone who wishes to receive email notifications when zoning submissions can be made, at the Draft Plan stage, have an option to subscribe to category “County Development Plan” at  https://consult.meath.ie/en/browse.

How to Make a Submission

Submissions/observations regarding the Pre-Draft Strategic Issues Paper must be received by 4pm on 18 November 2025.

Submissions should be in ONE medium only i.e. online or hard copy and made as follows:-

Please note late, emailed or faxed submissions cannot be considered and will be returned.

Submissions or observations must include:

  • Full Name and Address of person(s) making submission or observation.
  • Details of organisation, community group, company which you represent, where relevant.

Submissions or observations will be made available for public viewing on the Council’s consultation portal and website, when redacting under General Data Protection Regulations (GDPR) is complete and will also form part of the statutory Chief Executive’s Report to be presented to the full Council. Those who make submissions are responsible for ensuring that no vexatious, libelous or confidential information, including confidential information in relation to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in their submission. The Planning Authority reserves the right to redact any submission or part thereof.
